Overview

This session introduces a structured approach to government budgeting using the four W’s: Who, What, When, and Which. Participants will explore WHO should be involved in the budgeting process, including internal teams and external stakeholders, while learning effective communication strategies to foster collaboration. The session examines WHAT the budgeting process entails, covering essential phases, components, legal requirements, and common challenges. Attendees will also learn WHEN to engage the public through strategic planning, workshops, and outreach initiatives. Finally, the session highlights WHICH departments play key roles, from financial planning to managing capital projects. By the end of this session, participants will have a comprehensive understanding of government budgeting and how to align financial planning with community priorities.

Alex Romero, CPA, CGMA, MPAcc, Galasso Learning Solutions

Alexandria Romero, CPA, CGMA, MPAcc, is the governmental and leadership training facilitator for Galasso Learning Solutions. Prior to that, she was the director of finance for the City of Pueblo, Colorado, the CFO for Pueblo City-County Library District, and an auditor for a public accounting firm. Alex is an active member of the accounting profession, serving as an at-large member of the AICPA Council, chair-elect for the Colorado Society of CPAs, vice chair of the Pueblo City-County Library District’s Foundation board of directors, and is a 2019 graduate of the AICPA Leadership Academy.

Her contributions to the accounting field have been widely recognized, including being named one of the Top 50 Women in Accounting (2022, 2023), receiving the 2022 AICPA Outstanding Young CPA Award, and being inducted into the Colorado State University Department of Accounting Hall of Fame in 2022.

Alex loves Disney and running, so in January 2024, she completed the 48.6-mile Dopey Challenge at Walt Disney World.
